There are several lists with rankings for the best states for people with disabilities overall. Top 10 from reputable sources are: Arizona, Hawaii, DC, Missouri, Maryland, Colorado, California, Minnesota, New York, Maine.
Arizona has been considered the best state for people with disabilities for several years.

Worst States for People with Disabilities
Arkansas, Mississippi, Illinois, and Texas have consistently been the worst states for people with disabilities.
Additionally, these states do not have sufficient housing opportunities for those with disabilities: Delaware, Florida, Indiana, Iowa, Kentucky, Louisiana, New Jersey, North Carolina, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Utah, and Virginia.
Most states have overfilled long waiting lists for housing assistance.
States with open Section 8 lists are easiest to get into the program, however many states require that the applicant be a resident. See current open lists here.
